WPYLA LEAGUE RULES
The following are the WPYLA League rules, which shall always be in place to provide a fair and level playing opportunity to all players, as well as mindfulness to grow players of all competitive levels, from elite level to recreational beginner players. The WPYLA Board will review WPYLA League Rules at the conclusion of every season to ensure the rules reflect the ever-changing landscape of our youth sports and our region's lacrosse community.
1. Member Club Membership: WPYLA teams shall be limited to one (1) program/member in a defined school district.
2. Member Club Responsibility:
- Member Clubs will follow the WPYLA Calendar of Events and be timely and accurate with all information, deadlines, and payments.
- Member Clubs will provide up-to-date board contact information by the designated date on the WPYLA Calendar of Events and if any change occurs throughout the year. Member clubs must submit information via the Member Club Board Information form provided by the WPYLA Board of Directors.
- Each Member Club participating in the league shall be responsible for the conduct of its players, directors, coaches, spectators, and others to preserve order in the stands and on the field during any league activity.
- A Member Club may not recruit a player from another Member Club participating in the WPYLA League, nor shall they register a player that should be playing for another Member Club participating in the WPYLA League. Further details can be located in Section 5: Player Eligibility.
- Each Member Club shall appoint a representative who will attend all WPYLA meetings, in-person or virtual, and be the conduit of all WPYLA rules and regulations for their Member Club.
- Member Clubs will adhere to, demonstrate, and promote the League Code of Conduct at all levels throughout their organization, within all WPYLA interactions with fellow Member Clubs, referees, and the WPYLA Board.
3. Fees
- Regular Season Each team registered from a Member Club will be charged a fee to participate in the WPYLA League.
- Registration fees for each season will be announced along with registration information, which will be indicated on the WPYLA Calendar of Events.
- Fees are to be paid by the designated deadline each season, which will be indicated on the WPYLA Calendar of Events.
- LATE FEE of $25 per team.
- Registration will no longer be accepted past the designated deadline indicated on the WPYLA Calendar of Events.
b) End-of-Season Event
- The registration date and fees for the End-of-Season event will be provided, along with additional information for the event by the designated date each season, which will be indicated on the WPYLA Calendar of Events.
- Fees are to be paid by the designated deadline each season, which will be indicated on the WPYLA Calendar of Events.
- LATE FEE of $25 per team
- Registration will no longer be accepted past the designated deadline each season, which will be indicated on the WPYLA Calendar of Events.
4. Conferences/Divisions
- Conferences:
- Conferences will be based on grade levels.
- Conferences will be designated as follows:
- K – 2nd Grade
- 3rd & 4th Grades
- 5th & 6th Grades
- 7th & 8th Grades
b) Divisions:
- Each Conference will branch into Divisions of different competitive, developmental, and recreational levels of play.
- Divisions will be designated as follows:
- Platinum
- Gold
- Silver
- Bronze
- Divisions will be differentiated with a vision/guidelines that the WPYLA Board will update, if needed, and will be sent with registration information each season. This information can be found in the WPYLA Conference/Division Guidelines document.
5. Player Eligibility:
- A player shall play for the Member Club representing the school district in which they live. Even if a player goes to a private or non-traditional school, the player should play for the Member Club that represents the school district in which they live. If this is a gray area for a player, please refer a parent to the Player District Eligibility form, which will be found on the WPYLA website and must be submitted by the date indicated on the WPYLA Calendar of Events. WPYLA will resolve any issue on a case-by-case basis.
- If no WPYLA Member Club exists within the school district that the prospective player lives in, the player may play for a Member Club that borders their school district. If no bordering Member Club exists, the prospective player may play for the next closest Member Club to their school district.
- No player will be eligible to be rostered in WPYLA activities if they enter the season older than the age of 14. The standardized WPYLA season shall start on March 1st of each year. If this is a gray area for a player, please refer a parent to the Player Age Eligibility form, which will be found on the WPYLA website and must be submitted by the date indicated on the WPYLA Calendar of Events. WPYLA will resolve any issue on a case-by-case basis.
- Any game in which a team is found to have played and/or registered a wrongly districted player or non-exempt over-age player during the season and/or End-of-Season event will result in a forfeiture for all games played to that point in the season.
e) All players must have a current and active USA Lacrosse membership with an expiration date through the end of June of each season.
f) WPYLA reserves the right to request and receive documentation verifying the age, grade, and/or verified home address of any WPYLA player. The player is subject to suspension until received.
6. Player Rosters:
- Finalized rosters for each team must be submitted, with jersey numbers, by the designated date each season. The deadline will be indicated on the WPYLA Calendar of Events.
- Rosters MUST be submitted in the exact WPYLA format, with all required information provided, and submitted to WPYLA by the designated date each season. The deadline will be indicated on the WPYLA Calendar of Events. Each Member Club is responsible for the validity of their rosters.
- If a roster is not submitted on time, that team will forfeit all games until submitted and approved by the WPYLA Board, those games will not be retroactively scored after a team's roster becomes compliant. Scheduled opponents will be notified of any issues relating to roster submission and approval.
- A roster must have a minimum of 14 (fourteen) players on it to be accepted. However, the WPYLA Board will review case-by-case if an issue arises. In the spirit of the Bronze Division, teams participating in that division may roster less to provide a developmental experience.
- Pre-Game Roster Checks will be required. The procedure for checking rosters and associated Penalties for violations can be found in the WPYLA Game Rules Document.
- A player may be on one roster and be registered to one (1) Member Club.
- If a Member Club has more than one (1) team in a Conference (Age Group), the higher Division (Competitive Level) team must have an equal or greater number of players rostered than the lower team.
- A player may play up a Conference or Division but never down a Conference or Division.
- EMERGENCY PLAYERS – In the event a Team does not have enough players for a game, that team is permitted to EMERGENCY PLAYERS.
- Emergency Players are to be used for Emergency Purposes to ensure a game can be played with proper roster numbers.
- Emergency Players will be eligible from the lower Conference (Age Group) only. Players may not be allowed to be called up from a lower Division (Competitive Level).
- At the time of roster submission, Member Clubs will identify five (5) call up eligible players from each Conference (Age Group).
- Every Member Club will be limited to five (5) Emergency Player designations regardless of how many teams they have in a given Conference (Age Group)
- Emergency Players will be specially denoted on the Member Clubs higher Conference (Age Group) teams roster/s.
- Emergency players may not be available for the WPYLA End of Season event.
- BUBBLE PLAYERS - In the scenario where a Member Club is in the position in a singular Division (Age Group) that they have too many players for a single team but not enough for two full teams, for example, 26 players. The Member Club may apply for a special circumstance, which will be considered on a case-by-case basis, to have BUBBLE PLAYERS be shared between two Division (Age Group) teams, allowing the Member Club to register more than one team in the Division (Age Group).
- Each case of a Member Club needing BUBBLE PLAYERS reviewed and handled on a case-by-case basis, and the amount of BUBBLE PLAYERS allotted may vary.
- Requesting a special circumstance for BUBBLE PLAYERS will be done by submitting a Bubble Player Request form, which will be found on the WPYLA website and must be submitted by the date indicated on the WPYLA Calendar of Events.
- In the interest of both competitive fairness and player development, BUBBLE PLAYERS must be chosen by a team in the following way. For example, a Member Club has 26 players and has been allotted 4 BUBBLE PLAYERS. The Member Club will rank their 26 players in order of 1-26 based on skill level; their BUBBLE PLAYERS will be the players ranked # 12, 13, 14, and 15.
- If a team is found to have broken the spirit of this special assistance, WPYLA reserves the right to revoke the usage of BUBBLE PLAYERS at any point in the Regular Season.
- A team with BUBBLE PLAYERS will have those players designated on their WPYLA website roster page.
- Please be aware that the rostering of BUBBLE PLAYERS may not be possible for the End of Season Event. In that case, the two (2) Division (Age Group) teams must either be combined into one team and play at the higher level of the two teams or bubble players must be split back to the two teams.
7. Coaches
- Coaches Roster:
- Each WPYLA Member Club will submit a Coaches Roster sheet in the exact WPYLA format, with all required information provided at the start of every season. The deadline will be indicated on the WPYLA Calendar of Events. Each Member Club is responsible for the validity of its rosters.
- Every coach, whether they are on the sideline or help with practices, must have a USA Lacrosse Coaches Membership with an expiration date through the end of June of each season.
- Every coach must complete the USA Lacrosse Bronze Level Coaching Certification before the deadline to submit Coaches Rosters.
- Member Clubs will immediately provide the WPLYA Board with any changes throughout each year via the Coaches Roster form, which will provided by the WPYLA Board at the start of the season.
- If a Coaches Roster is not submitted on time, that team will forfeit all games until submitted and approved by the WPYLA Board, those games will not be retroactively scored after a team's roster becomes compliant. Scheduled opponents will be notified of any issues relating to roster submission and approval.
6. No coach under the age of 18 will be permitted on the sidelines. Penalties for violations can be found in the WPYLA Game Rules Document.
7. If a team has Junior Coaches (under the age of 18) helping in practices, they must be listed on the coach’s roster, and all USA Lacrosse Memberships and Certifications must still be acquired.
b) Maximum Number of Sideline Coaches:
- A maximum of five (5) coaches are permitted on the sideline during a game.
- No Junior Coaches (under the age of 18) are allowed on the sidelines.
- Having more than the maximum number of coaches on the sideline during a game will result in penalties for violations, which can be found in the WPYLA Game Rules Document.
- Any coach shouting or being disrespectful toward a referee or not exemplifying sportsmanship to his team or the opposing team will result in ejection from the game and suspension. Referees will be instructed to have zero tolerance with WPYLA Coaches.
